COMMANDER SAD M. CARINO

Commander Sad Carino is a native of Gaithersburg, MD. He was selected to attend the United States Naval Academy (USNA) in July 1993 where he earned a Bachelor of Science degree in Oceanography and was commissioned an Ensign in May 1997. He later earned a Masters in Science Administration degree with a concentration in Human Resources Management from Central Michigan University in August 2003 and a Masters in National Security Strategy and Joint Professional Military Education Phase II from the National War College in 2015.
Commander Sad Carino has been a career Human Resources Officer and held positions within the Manpower, Personnel, Training, and Education domain. His career started in Newport, RI after completing Surface Warfare Division Officer School (SWOSDOC) and later being assigned as Assistant Scheduling Officer. He then transferred to Arlington, VA and served as the Assistant Surface Warfare Community Manager in the Officer Plans and Policy Division, OPNAV N13; Minority Affairs Liaison Officer/Special Assistant for the Chief of Naval Personnel; and as the Pay/Personnel Administration Support System (PASS) Resource Sponsor Program Analyst in the Total Force Programming, Manpower, and Information Resource Management Division, OPNAV N12. Other assignments included Adjutant (J1), Joint Analysis Center (JAC), United States European Command, RAF Molesworth, England; Joint Plans and Allocation Officer, Navy Personnel Command (PERS-45), Millington, TN; individual augmentee, Forward J1, United States Special Operations Command Central; Executive Officer, Center for Naval Aviation Technical Training Unit, Keesler AFB, Biloxi, MS; Student, Army Command and General Staff College, Fort Leavenworth, KS; and Head Programmer, Strategic Resource Branch, Financial Management Division(OPNAV N10), Arlington, VA. In July 2015, CDR Carino assumed the duties of Executive Officer, Officer Training Command, Newport, RI.
CDR Carino’s personal awards include the Meritorious Service Medal, the Joint Commendation Medal (2), Navy Commendation Medal (3), Joint Service Achievement Medal, Navy Achievement Medal as well as various other awards.
