Biography

COMMANDER FRANK BROWN

UNITED STATES NAVY

Commander Frank Brown is a native of Hancock, NY.  He attended the College of the Holy Cross in Worcester, MA where he earned a Bachelor of Arts degree in Political Science and was commissioned an Ensign in May 2000.  He later earned a Master in Business Administration degree from the Naval Postgraduate School in Monterey, CA in December 2006 and a Master in National Security Affairs and Strategic Studies and Joint Professional Military Education Phase II from the Naval War College, Newport, RI in 2016.

Commander Brown’s first operational tour was served onboard the USS GEORGE WASHINGTON (CVN 73) from 2001-2003 in the positions of Electronic Warfare Division Officer and Force Over the Horizon Track Coordinator (FOTC), participating in a successful 5th Fleet deployment.  He was subsequently selected for lateral transfer into the Human Resources community and has served in roles involving recruiting, training, manpower and development.  From 2007-2010 he was assigned to Navy Recruiting District New England in a Department Head billet as the Enlisted Programs Officer (EPO).  Following the tour of duty in recruiting he was assigned to the USS JOHN C. STENNIS (CVN 74) from 2010-2012 as the ship’s Training Officer, completing a successful workup cycle and 5th Fleet deployment.  The position of Deputy N1 at the Naval War College was his next assignment, focusing in the areas of personnel and manpower management from 2012-2015.  In July 2016 CDR Brown reported to Officer Training Command Newport (OTCN) as the Director of Officer Candidate School (OCS)and fleeted up to fill the position of Executive Officer in June of 2017.

CDR Brown’s personal awards include the Meritorious Service Medal (2), Navy Commendation Medal(2), Navy Achievement Medal (2) as well as other various personal and unit awards.
